Enables public authorities to transmit electronic notifications to E-ZPass customers

Enables public authorities that offer E-ZPass payment for tolls, fares, fees, rentals or other charges to transmit electronic notifications stating that the electronic toll collection system has registered the customer's account to E-ZPass customers who opt in for such service.
