Relating to surpluses from the disposition of foreclosed property; prescribing an effective date.

Provides for a process by which former owners of real property deeded to the county for delinquent property taxes may claim the surplus value after the property has been disposed of by the county. Takes effect on the 91st day following adjournment sine die.
