Relating to aviation fuel; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Increases the tax on aircraft fuel usable in aircraft operated by turbine engines and adjusts the rate biennially according to any increase in the Consumer Price Index. Takes effect on the 91st day following adjournment sine die.
