Relating to financial assistance to small businesses; prescribing an effective date.

Directs the Oregon Business Development Department to develop and administer a program for awarding financial assistance for enhanced and new commercial activities that support the retention or expansion of eligible small businesses in Oregon. Takes effect on the 91st day following adjournment sine die.
