Relating to the Willamette Falls Locks Authority; prescribing an effective date.

Modifies provisions related to finances, public contracting authority and composition of Willamette Falls Locks Authority. Authorizes the issuance of lottery bonds and directs that the net proceeds be distributed to the authority. Takes effect on the 91st day following adjournment sine die.
