Relating to the Oregon Military Department; prescribing an effective date.

Allocates $500,000 of lottery revenue to the Oregon Military Department for purposes of providing tuition waivers for eligible post-secondary institutions to members of the Oregon National Guard. Takes effect on the 91st day following adjournment sine die.
