Relating to a rebate program for zero-emission landscaping equipment; prescribing an effective date.

Directs the Environmental Quality Commission to establish a program to provide rebate vouchers for the replacement of combustion lawn and garden equipment with zero-emission lawn and garden equipment. Establishes the Lawn and Garden Equipment Rebate Fund. Takes effect on the 91st day following adjournment sine die.
