Relating to retainage in public improvement contracts.

Requires the Oregon Department of Administrative Services to study alternative methods to implement retainage provisions in public improvement contracts. Directs the department to submit findings to interim committees of the Legislative Assembly related to public procurement not later than September 15, 2026.
