Relating to funding county assessment functions; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Increases the county recording fee that is credited to the County Assessment and Taxation Fund and indexes the fee to inflation. Provides that a certain percentage of all tax moneys other than bond levy moneys be deposited in the same fund. Takes effect on the 91st day following adjournment sine die.
