Relating to documents issued by the Department of Transportation; prescribing an effective date.

Requires that a person provide proof of lawful status in the United States before the Department of Transportation issues a noncommercial driver license, a noncommercial driver permit or an identification card. Takes effect on the 91st day following adjournment sine die.
