Relating to registering to vote by voter registration card; declaring an emergency.

Repeals the automatic transfer of voter registration information from the Department of Transportation and the Oregon Health Authority to the Secretary of State. Repeals the process for registration of those persons who are at least 16 years of age. Declares an emergency, effective on passage.
