# Understanding the Congressional Term Limits Proposal

This proposal would change the U.S. Constitution to prevent members of Congress from serving too long in office. Specifically, it would limit House members to a maximum of three terms (six years total, since each term is two years) and Senators to a maximum of two terms (twelve years total, since each Senate term is six years). Right now, there are no limits on how many times someone can be reelected to Congress, so politicians can theoretically serve for decades. This proposal would end that.

The practical effect would be significant for how Congress operates. Career politicians who have built up seniority and influence over many years would eventually have to leave office. This means experienced lawmakers who understand complex legislative processes would be replaced by newcomers more frequently. Supporters argue this would bring fresh perspectives and reduce the power of long-serving politicians who become disconnected from their constituents. Critics worry it could actually give more power to lobbyists and staff members who understand the system better than constantly rotating new members.

For voters, this would mean regular turnover in representation. Your representative or senator might be forced to leave office even if you wanted them to stay, simply because they hit the term limit. On the flip side, it could reduce the advantage that incumbent politicians currently have when running for reelection, potentially making elections more competitive and giving challengers a better chance.

It's important to note that this is just a proposal for a constitutional amendment, not a law. For it to actually take effect, it would need to pass both the House and Senate with two-thirds majorities, then be ratified by three-fourths of the state legislatures. That's a very high bar, which is why constitutional amendments are rare.
