# What This Bill Does

This bill steps in to force an end to a major railroad labor dispute that was about to shut down train service across the country. In September 2022, railroad workers and railroad companies were locked in negotiations over pay, working conditions, and benefits. When negotiations stalled, the law required the President to create a special emergency board to investigate and make recommendations. When that didn't work either, the normal legal process was about to run out on September 16, 2022, which would have allowed workers to strike and potentially halt rail transportation nationwide.

Congress passed this bill to prevent that shutdown by making the emergency board's recommendations legally binding on both sides. Essentially, Congress said "we've tried the normal process, it didn't work, so here's what's going to happen instead." The recommendations from the emergency board became the final agreement that both the railroad companies and their workers had to follow, whether they liked all the terms or not. This kept trains running and prevented the economic damage that would have come from a nationwide rail strike.

The bill does leave one door open: if the railroad companies and workers could reach their own agreement before the deadline, they could still do that instead of accepting the emergency board's recommendations. But if they couldn't agree on everything by that specific time, the government's recommendations automatically became the law they both had to follow. For everyday people, this meant your packages kept getting delivered, supply chains kept moving, and the economy didn't face a major disruption from a rail shutdown.

 <p>This joint resolution requires the parties to the disputes between certain railroads and labor organizations to accept the recommendations in the report of the Presidential Emergency Board Numbered 250 that was issued on August 16, 2022, with respect to any such disputes that remain unresolved by 12:01 a.m. eastern daylight time on September 16, 2022.</p>
