This bill requires certain utility and service companies to let unmarried couples who live together open joint accounts for managing their bills and services. This bill would change that by requiring these companies to let any two adults who live together open a shared account if they both agree to it. The same rule would apply to landlords, mortgage lenders, childcare providers, and cable TV companies.

When a couple opens a joint account under this bill, both people's names go on the account, and both can request information about bills, statements, and online access. The company must also give them a notice explaining what information will be shared between the two account holders. This is particularly important for couples who want to manage shared household expenses but currently can't because they're not married. For childcare providers specifically, the rule applies to custodial parents of children in their care, so both parents can have equal access to billing and service information.

If a company violates these requirements, either person on the account can sue the company in court for up to $1,000 per violation. The bill gives companies 180 days after it becomes law to set up these new joint account options. This change mainly affects unmarried couples, same-sex couples, and other cohabiting adults who want to share financial responsibility for household utilities and services but have been unable to do so under current company policies.
