# What the Streamlining Federal Cybersecurity Regulations Act Does

Right now, if you run a business that deals with multiple government agencies, you might face a confusing patchwork of different cybersecurity rules. A bank might have to follow one set of security requirements from the Federal Reserve, another from the Office of the Comptroller of the Currency, and yet another from state regulators. A power company might face different cybersecurity demands from the Department of Energy and the Federal Energy Regulatory Commission. This bill tries to fix that mess by creating a coordinating committee to make these rules more consistent.

The bill establishes a new "Harmonization Committee" led by the National Cyber Director that brings together all the federal agencies that write cybersecurity rules. Within a year, this committee has to develop a unified framework that identifies common baseline security requirements that could apply across industries, while still allowing for special rules when certain sectors have unique risks. The goal is to reduce confusion and burden on businesses by having agencies agree on what "good cybersecurity" looks like rather than each agency making up its own standards. The committee also has to identify rules that are contradictory, overly burdensome, or duplicative, and recommend ways to fix them.

To test whether this approach actually works, the bill requires at least three federal agencies to run pilot programs where they try out the new harmonized requirements with volunteer companies. During these pilots, participating agencies can waive their normal rules for companies that follow the new streamlined requirements instead. This lets everyone see if the harmonization actually makes compliance easier without sacrificing security. The committee will report back to Congress on what they learn and whether the approach should be expanded to more agencies and rules.

The bill also includes a separate requirement for better coordination on incident reporting—basically making sure that when companies report cyberattacks to the government, different agencies aren't asking for conflicting information or creating duplicate paperwork. Overall, this is about reducing regulatory confusion and making it easier for businesses to meet cybersecurity standards without weakening actual security protections.
