# Natural Disaster Resilience and Recovery Accountability Act

This bill creates a special commission to study how the federal government handles natural disasters and then recommend ways to improve it. Think of it as assembling a team of experts to figure out what's working and what's broken in how America responds to hurricanes, floods, earthquakes, and other major disasters.

The commission will have 15 members including emergency managers, firefighters, local government officials, health professionals, infrastructure experts, and representatives from organizations that help people with disabilities. These aren't just federal bureaucrats—the law specifically requires including people from state, local, and tribal governments, plus private sector experts and nonprofits. They'll examine all the different federal programs that help communities prepare for and recover from disasters, looking at everything from funding to how agencies coordinate with each other. The commission will investigate whether these programs are actually effective, if there's unnecessary duplication, and whether people who need help can actually access it.

The commission has two years to complete its work and will report back to Congress with specific recommendations for improvement. They'll need to look at a previous government study that identified 11 ways the federal approach could be better, and they'll create a comprehensive list of all disaster-related federal programs currently in existence. Along the way, they'll submit progress reports every six months so Congress can stay informed. Importantly, this won't cost taxpayers extra money—the commission will use existing federal budget resources rather than requesting new funding.
