This bill is about making sure the federal government gets better at managing and using data, especially as it starts using artificial intelligence more often. Right now, different government agencies collect and manage information in lots of different ways, and there's no clear system for sharing that information or making sure it's being used responsibly. This bill tries to fix that by creating clearer rules and better coordination across agencies.

The main thing the bill does is strengthen the role of Chief Data Officers—these are people hired by federal agencies specifically to oversee how their agency handles data. The bill makes sure these positions are taken seriously and gives them more authority to manage how data flows through their agencies. It also creates a Chief Data Officer Council where leaders from different agencies meet regularly to share best practices and solve common problems. This council has to write reports with recommendations on how agencies should handle data, especially when they're training artificial intelligence systems to do government work. The bill asks them to think about important questions like: what data should be shared between agencies, how do we make sure the data used to train AI systems is good quality, and how do we keep people's privacy protected?

The bill also requires the government to create a public website listing all the Chief Data Officers across agencies and what they're responsible for. This brings transparency to who's managing government data and what authority they have. Every two years, the council has to report back to Congress about whether these efforts are actually helping the government use data and evidence better in its decision-making. The bill sunsets in 2031, meaning it automatically expires unless Congress votes to keep it going. Importantly, the bill doesn't require agencies to follow the council's recommendations—it's more about creating a framework for better coordination and sharing ideas about how to handle data responsibly as technology changes.
