This bill makes it easier for companies to lay and maintain underwater internet cables on the ocean floor by removing a layer of government approval. This bill says that if a company already has approval from the federal government or a state government to do this work, they don't need to get separate approval from the National Oceanic and Atmospheric Administration (NOAA), which manages marine sanctuaries.

To amend the National Marine Sanctuary Act to prohibit requiring an authorization for the installation, operation, maintenance, repair, or recovery of undersea fiber optic cables in a national marine sanctuary if such activities have previously been authorized by a Federal or State agency.
