The ABLE Tomorrow Act makes permanent and expands a special savings account program designed for people with disabilities. ABLE accounts (Achieving a Better Life Experience) let people with disabilities save money without losing government benefits like Supplemental Security Income or disability insurance—something that's normally very difficult. Right now, many of these ABLE account rules are set to expire in 2026, and this bill makes them permanent so people can rely on them long-term.

The bill makes several practical improvements to how ABLE accounts work. First, it increases how much money people can contribute to these accounts each year and keeps that higher limit permanent. Second, it allows people to transfer money from regular college savings accounts (529 plans) into ABLE accounts without limits, which is helpful if someone's education plans change. Third, it removes a rule that would force states to take money from ABLE accounts to recover Medicaid costs after someone passes away—meaning families can actually leave these savings to their heirs. The bill also gives people a two-month grace period after being notified that their benefits will be suspended, giving them time to adjust their finances.

The bill also helps working people with disabilities keep their jobs and benefits. It allows employers to contribute directly to employees' ABLE accounts instead of just retirement plans, and it makes sure these employer contributions don't count against the annual contribution limits. This is important because some people with disabilities worry that saving too much money will disqualify them from benefits, so having employer contributions go to an ABLE account instead of a traditional retirement plan can help them stay eligible for the support they need.
