# The BONUS Transparency Act Explained

This bill requires federal government agencies to publish detailed annual reports showing exactly how much money they're giving out in bonuses and performance awards to their top career executives. Starting in 2024, each agency must submit a report to Congress within 90 days after each fiscal year ends, listing every senior executive who received a bonus, how much they got, what their job title is, and which budget account paid for it.

The bill targets a specific group of federal employees called "career Senior Executive Service" workers—these are the highest-ranking career civil servants in government agencies (not political appointees). The reports must include the total number of bonuses handed out, the names and salaries of everyone who received them, the exact dollar amount of each bonus, and where the money came from in the agency's budget. This means Congress and the public will be able to see, for example, if an agency gave out $500,000 in bonuses to five executives while claiming it didn't have money for other programs.

The practical effect is increased transparency and accountability. Right now, these bonus decisions happen largely behind closed doors. By requiring detailed public reporting, the bill aims to let taxpayers, Congress, and oversight committees see how federal agencies are spending money on executive compensation.
