# Housing Supply and Innovation Frameworks Act

The United States has a serious housing shortage—roughly 3.9 million homes short of what people actually need. This bill tackles one major cause: restrictive zoning rules that make it hard to build new housing. The federal government is directing the Department of Housing and Urban Development to create a guidebook showing states and cities how they can update their zoning laws to allow more housing to be built, especially affordable housing.

Right now, many communities have zoning rules that essentially freeze development. They might require huge minimum lot sizes, ban smaller homes like duplexes or townhouses, mandate expensive parking requirements, or make it extremely difficult to get approval for new construction. These rules were often designed to keep neighborhoods exclusive and expensive. This bill asks HUD to publish best practices and guidelines that communities can voluntarily adopt to make it easier to build more homes at different price points. The guidelines would cover things like allowing smaller lot sizes, eliminating parking minimums, permitting accessory dwelling units (like a rental cottage on your property), and streamlining the approval process so developers don't face years of uncertainty.

The bill also proposes something more ambitious: a state-level appeals process where if a local government rejects a housing project that includes affordable units, developers could appeal to a state body that would evaluate whether the rejection was justified. This would give communities that are blocking housing development some pressure to reconsider. The bill funds this effort with $5 million per year through 2029 and requires HUD to report back to Congress on which states and cities actually adopt these recommendations.

Essentially, this is the federal government saying to states and cities: "Here are proven ways to build more housing without destroying your communities—consider using them." It's not a mandate, but it's a strong nudge backed by research and resources to help address why housing has become so expensive and hard to find.
