# The MENTOR Act of 2024: What It Does

This bill tackles a growing problem in American universities: the mental health crisis among graduate students and postdoctoral researchers. These are people pursuing advanced degrees or working in research positions after earning their doctorates, often at institutions that receive federal funding. The bill recognizes that many of these researchers face serious stress, bullying, poor mentorship, and mental health challenges—and it aims to create consistent standards across federal research agencies to address these issues.

Here's what the bill actually requires: Within six months, the government's Office of Science and Technology Policy must create a set of guidelines that all federal research agencies should follow. These guidelines need to cover four main areas. First, they define what bullying and harassment look like so there's consistency across universities. Second, they establish what good mentorship actually means. Third, they create systems for reporting problems—graduate students and postdocs can confidentially report harassment or bad mentorship directly to federal agencies, and universities must submit annual reports on incidents. Fourth, they hold senior researchers accountable if they're found responsible for harassment or behavior that harms mental health.

The bill also requires universities to strengthen mentorship by having research leaders submit detailed mentoring plans when applying for federal grants, list the actual benefits and pay they're offering to graduate students and postdocs, and describe how they evaluate and reward good mentorship. Federal agencies must consider a researcher's mentoring track record when deciding who gets funding. Additionally, universities must ensure graduate students and postdocs have access to affordable mental health care, support systems for international and minority researchers, and financial security. The bill also requires the National Science Foundation and National Institutes of Health to track mental health data among these researchers every two years to see if things are actually improving.
