The commission itself will be run by an Executive Board made up of seven members appointed by the Chief Justice of the United States, along with representatives from each of the thirteen federal judicial circuits. Board members must be experienced criminal defense lawyers but cannot currently work as prosecutors, judges, law enforcement, or in other roles that would create conflicts of interest. The commission's job is to make sure everyone gets competent legal representation, to improve the fairness of the federal criminal system, and to advise Congress and the courts about how federal criminal policies actually affect people. If someone feels they're not getting adequate legal help, they can ask the court to intervene and require the commission to provide better representation.
