# Plain Language Summary: MERIT Act of 2024

This bill makes it significantly easier for federal agencies to fire or discipline their employees. Currently, federal workers have strong job protections that require agencies to follow detailed procedures before removing someone, including giving them time to improve their performance. This bill strips away many of those protections and speeds up the firing process dramatically.

The most important change eliminates a requirement that agencies give employees a chance to improve their performance before firing them for poor work. Right now, if your job performance is deemed inadequate, the government must put you on a performance improvement plan first—giving you a realistic opportunity to fix the problem. Under this bill, agencies can skip that step entirely and move straight to firing you. The bill also cuts the time agencies must give employees to respond to disciplinary action from 30 days down to just 7 business days, and requires agencies to make their final decision within 15 business days total. This compressed timeline makes it much harder for workers to mount a proper defense or gather evidence to challenge the action against them.

The bill also limits employees' ability to appeal these decisions through the grievance process. Currently, workers can file formal complaints about unfair treatment through union grievance procedures. This bill blocks that option for adverse actions and layoffs, forcing employees to go directly to the Merit Systems Protection Board instead—a more formal and expensive legal process that many workers cannot afford. Additionally, the bill makes it harder for senior executives in the federal government to get their old pay back if they're demoted, and extends the probationary period for new federal hires from one year to two years, during which they can be fired with virtually no protection.
