Similarly, people working under the supervision of these licensed professionals would be exempt.

The bill also gives the IRS stronger authority to punish tax preparers who behave unethically or incompetently. If a preparer misleads or threatens clients or anyone whose tax return they're preparing, the IRS can take action. Additionally, the IRS can revoke a preparer's identification number if they're found to be incompetent or disreputable after a hearing. Finally, the bill directs a government study on how federal and state tax authorities could better share information about tax preparers to catch those who don't meet standards.

For most people, this means that when you hire someone to prepare your taxes, that person will have met minimum competency standards and will be trackable through an official identification system. This should reduce the risk of hiring an unqualified preparer who could cost you money through errors or penalties.
