# Blue Carbon Protection Act: What It Means for You

This bill creates a new federal program focused on protecting and restoring coastal and ocean ecosystems that naturally capture and store carbon dioxide from the atmosphere. Think of these ecosystems—like mangrove forests, salt marshes, and seagrass beds—as nature's carbon storage vaults. The bill directs the National Oceanic and Atmospheric Administration (NOAA) to establish a comprehensive Blue Carbon Program to study these ecosystems, protect them from damage, and help restore ones that have been degraded.

The practical heart of the bill is a grant program that will distribute $300 million per year from 2025 through 2029 to organizations, states, tribes, and private landowners who want to protect or restore these coastal habitats. If you own coastal property, work for a conservation nonprofit, or represent a local government, you could potentially apply for these grants to fund restoration projects. The bill sets an ambitious goal of protecting and restoring at least 1.5 million acres of blue carbon ecosystems over the next decade. Priority will go to projects that benefit communities of color, low-income areas, and tribal communities, as well as those that provide flood protection and support fisheries.

The bill also requires federal agencies to identify and designate "blue carbon areas of significance"—essentially marking the most important carbon-storing coastal zones on a map. Once designated, federal agencies must notify NOAA before taking any action that could damage these areas. If a federal project would harm one of these zones, the agency must either find an alternative approach or create an equivalent carbon storage area elsewhere to offset the damage. Additionally, the bill directs federal agencies managing public lands and waters—like the Fish and Wildlife Service and National Park Service—to conduct restoration activities on their properties, with $200 million per year authorized for this work through 2029.
