# Understanding the Connecting Communities Post Disasters Act

When a major disaster or emergency hits—like a hurricane, earthquake, or wildfire—communities often lose their phone and internet service. This bill makes it faster and easier to restore those communications by cutting through some of the normal red tape that usually slows down construction projects.

Specifically, the bill exempts communications repair projects from two major federal review processes. Normally, any project that might affect the environment has to go through an Environmental Impact Assessment, and projects that might disturb historical sites need a Historical Preservation Review. These reviews exist for good reasons—they protect natural areas and historic landmarks—but they can take months or even years to complete. This bill says that if you're rebuilding cell towers, internet infrastructure, or other communications equipment after a disaster has been officially declared, you don't have to wait for those reviews. The exemption lasts for up to five years after the disaster declaration and only applies to repairs or improvements that are actually necessary for recovery or preventing future disasters.

The practical effect is that after a major disaster, phone and internet service could be restored much more quickly. Instead of waiting through lengthy environmental and historical reviews, companies could start rebuilding immediately. This matters because in emergencies, communications are critical—people need to call for help, coordinate rescue efforts, and stay connected to loved ones. However, critics might worry that skipping these reviews could potentially harm sensitive environmental areas or historic sites, since there's no requirement to consider those impacts before work begins.

Connecting Communities Post Disasters Act of 2021 This bill exempts projects that replace or make improvements to communications facilities&nbsp;following a presidentially declared major disaster or emergency from certain environmental or historic preservation review requirements. Specifically, the bill exempts these projects from&nbsp;any requirement to prepare an environmental assessment or environmental impact statement. These projects are also exempt from considerations about the effect they will have on any historic property.
