# Plain Language Summary: Expanding Financial Access for Underserved Communities Act

This bill makes it easier for credit unions to expand their services into neighborhoods and rural areas that don't have good access to banking. Right now, credit unions have strict rules about who they can serve and where they can operate. This bill loosens those restrictions so that credit unions can move into communities that are far from banks, have low incomes, or lack financial services. To qualify as an "underserved area," a place needs to be more than ten miles away from the nearest bank or credit union, be a low-income neighborhood, or be an area officially designated as needing economic development.

When a credit union wants to expand into one of these underserved areas, they have to submit a business plan explaining how they'll actually serve the people there and what services they'll offer. For smaller credit unions (those with less than $10 billion in assets), they just need to report back after two years on how many new members they've gained and what services those members are using. Larger credit unions face stricter requirements—they have to set up a community advisory panel made up of people from the area they're serving, meet with them every six months to understand local needs, and submit detailed reports every two years about their progress and how they're following fair lending laws.

The bill also allows credit unions to make more business loans to people and companies in underserved areas, which could help small businesses and entrepreneurs in these communities access capital more easily. The National Credit Union Administration will track how well this is working and report back to Congress every two years. Overall, the goal is to bring more banking options to communities that have been left behind by traditional banks, giving people in those areas better access to loans, savings accounts, and other financial services.
