# Conservation Reinvestment Act: What This Bill Does

This bill is a package of agricultural support measures that directs about $2.9 billion in federal spending toward farmers, conservation programs, and food assistance over the next several years. Think of it as a combination of emergency relief for farmers facing economic hardship, funding for environmental conservation efforts, and adjustments to school lunch programs.

The bill starts by providing immediate financial help to farmers. It allocates $1.45 billion to increase the percentage of economic losses that the government will cover for farmers affected by disasters or market downturns. It also sets aside $1 billion to help farmers who grow specialty crops (like fruits and vegetables) that aren't covered by traditional farm support programs, and another $450 million to provide $30-per-acre payments to farmers growing certain other crops. These payments are designed to help agricultural producers who've been left out of existing assistance programs stay financially stable.

On the conservation side, the bill significantly increases funding for environmental programs over the next seven years. It boosts money for the Conservation Stewardship Program and Environmental Quality Incentives Program—these programs pay farmers to adopt practices that improve soil health, reduce pollution, and lower greenhouse gas emissions. The bill requires that at least 30 percent of these conservation funds go specifically toward practices that improve soil carbon or reduce agricultural emissions. It also increases funding for the Regional Conservation Partnership Program and watershed protection projects. Additionally, the bill sets aside $7 billion as a contingency fund for 2028 that the Secretary of Agriculture can use to provide emergency assistance to producers if needed.

The bill makes several other changes affecting food and farming. It requires dairy processors to report their production costs and product yields, which the government will publish in reports every two years—this is meant to increase transparency in the dairy industry. For school lunches, the bill allows schools to offer whole milk (both organic and non-organic) to students, and it specifies that the fat in milk won't count against schools' saturated fat limits when they're planning meals. The bill also prohibits schools from purchasing milk produced by Chinese state-owned enterprises. Finally, it increases funding for renewable energy and biofuel programs on farms through 2031.
