# The INNOVATE Act: Modernizing VA Healthcare Through Innovation

The Veterans Health Administration, which serves millions of veterans across the country, is getting a major overhaul focused on bringing new medical technologies and services to veterans faster. This bill officially adds "innovation" as a fifth core mission of the VA's health system, alongside providing healthcare, supporting research, training doctors, and emergency response. The goal is to break down the bureaucratic barriers that currently make it difficult for the VA to work with startups and private companies to develop and test new treatments and medical devices.

Right now, if a promising new health technology exists—say, a better prosthetic limb or a mental health app—the VA's complicated procurement rules can make it take years to evaluate and adopt it. This bill creates a new Office of Innovation within the VA specifically designed to move faster. The office will have its own dedicated funding (called the Veterans Health Care Innovation Acceleration Fund), can hire up to 250 specialized employees without following standard federal hiring rules, and can work directly with private companies, universities, and nonprofits to develop solutions. This means veterans could potentially get access to cutting-edge treatments for conditions like traumatic brain injury, PTSD, spinal cord injuries, prosthetics, and other health issues that disproportionately affect military veterans.

The bill also gives the VA new legal tools to partner with outside companies. For example, the VA can now let private companies use VA patient data, research findings, and medical expertise to develop new technologies—with reduced or waived fees if the company is a veteran-owned small business. The VA can also make "advance market commitments," essentially guarantees to buy a new technology at a set price if a company successfully develops it, which gives companies the confidence to invest in veteran-focused innovations. These changes are designed to make the VA more attractive as a partner for innovation while keeping costs down and ensuring veterans benefit from the latest medical breakthroughs.
