# Exercise and Fitness for All Act: Plain Language Summary

This bill aims to make gyms, fitness centers, and exercise programs accessible to people with disabilities. Right now, many people with disabilities face major obstacles when trying to use fitness facilities—equipment might not work for wheelchairs, classes might not have interpreters for deaf participants, or staff might not know how to help someone with a mobility or sensory disability. This bill tackles that problem by requiring the government to create specific rules about what fitness facilities need to do to welcome everyone.

The bill starts by recognizing that exercise is really important for people with disabilities. Research shows that people with disabilities experience depression and mental health challenges at much higher rates than others, and physical activity can help. The bill also points out that many disabled adults don't exercise at all—partly because the equipment and classes aren't set up for them. So the bill directs two government agencies to create new standards. First, the Access Board (which handles accessibility rules) has 18 months to write guidelines about what kinds of accessible exercise equipment gyms should have and how that equipment should work for people who are blind, deaf, or have mobility challenges. Then the Attorney General has another 18 months to turn those guidelines into actual legal regulations that fitness facilities must follow.

When these regulations take effect, they'll require gyms and fitness centers to provide a certain number of accessible machines, make sure equipment has features like closed captioning and audio descriptions, and ensure staff can help people with disabilities use the facilities. Fitness classes will need to offer real accommodations—like having an interpreter present or modifying exercises for different abilities. This applies to all gyms, fitness centers in hotels or schools, and similar facilities that are open to the public. For people with disabilities, this means they'll finally have the same real opportunity to exercise and stay healthy as everyone else.
