The STOPP Act (Stop the Opioid Pill Presser and Fentanyl Act) targets the illegal manufacturing of counterfeit pills laced with fentanyl by regulating pill-making equipment. The bill treats tableting machines, encapsulating machines, and their critical parts (like press punches, dies, hoppers, and feeding units) similarly to how the government currently regulates chemicals used in drug manufacturing. This means anyone who makes, sells, imports, or exports these machines and parts must now register with the Attorney General, keep detailed records of all transactions, and assign permanent serial numbers to the equipment. The government will maintain a National Pill Press Registry to track all regulated machines and parts. Businesses that fail to register, falsify records, remove serial numbers, or deal in unregistered equipment face criminal penalties. The law gives the Attorney General authority to inspect facilities, deny or revoke registrations, and take immediate action if there's imminent danger to public safety. Existing pill press owners have a grace period to either register their equipment, sell it to a registered dealer, or destroy it before the rules fully take effect.
