# What the LITE Act Actually Does

This bill creates a new organization called the Leadership Institute for Transatlantic Engagement, which would be based in Washington, DC with possible offices in Europe and other parts of the United States. The institute would be run by a five-person board made up of members appointed by Congress—two from the House, two from the Senate, and an executive director—ensuring both political parties have a say in how it operates.

The institute's main job would be to develop training programs and educational opportunities for diverse leaders, particularly people from racial and ethnic minority communities, focusing on how democracies work and international affairs. It would run exchange programs so leaders from America and Europe can learn from each other's approaches to government and democracy. The organization could also create media content, online programs, and research materials to spread its message widely. Additionally, it would give out grants to colleges, universities, research institutions, and other organizations that want to help with these goals—with at least half of the grant money going to minority-serving institutions and organizations working with diverse communities.

To fund all this, Congress would create a special trust fund that could receive money through appropriations, donations, and bequests. The money would be invested in U.S. Treasury bonds, and the interest earned would help pay for the institute's programs. The institute would hire its own staff and could bring in temporary experts and consultants as needed. Essentially, this bill establishes a permanent institution designed to strengthen democratic leadership and transatlantic relationships, with a particular emphasis on including diverse voices in international affairs and democratic governance.

Leadership Institute for Transatlantic Engagement Act or the LITE Act This bill establishes the Leadership Institute for Transatlantic Engagement to develop a diverse community of transatlantic leaders who are committed to democratic institutions. The institute shall award grants and develop programs, activities, and services that it considers appropriate for entities and individuals in the United States and abroad to (1) provide training and professional development opportunities for diverse leaders on democratic governance and international affairs, (2) enable international exchanges between leaders to increase understanding and knowledge of democratic models of governance, and (3) increase awareness of the importance of international public service careers in diverse communities.
