The government will also have to be more transparent about disaster assistance—publishing information about how many people apply, how many get approved or denied, and why applications are rejected. Additionally, the bill requires FEMA to study whether renters and homeowners are treated fairly and to look into fraud problems that happened during recent disasters, especially identity theft cases.

To protect people's privacy and prevent fraud, the bill sets strict rules about how personal information is shared between agencies and requires security checks before the system launches. Federal agencies using the system must notify FEMA within 24 hours if anyone's information is improperly disclosed, and they're responsible for paying any damages. The bill also funds states to create websites explaining what recovery resources are available to disaster survivors in their communities.
