# The RUSSIA Act: Using Frozen Russian Assets to Rebuild Ukraine

When Russia invaded Ukraine, many countries including the United States froze Russian government bank accounts and assets as punishment. Right now, that money is just sitting there, locked away. This bill tells the President to negotiate with other countries to use those frozen assets to help rebuild Ukraine once the fighting stops.

Here's how it would work in practice: The President would work with other nations that also froze Russian Central Bank assets to create an agreement. All those frozen assets would be pooled together into one account at an international bank. Then, countries would figure out how much damage Russia caused to Ukraine—destroyed homes, infrastructure, hospitals, and everything else. Finally, they'd use the frozen Russian money to pay for rebuilding Ukraine instead of letting it sit frozen indefinitely. It's essentially using Russia's own money to fix the damage Russia caused.

The bill gives the President broad authority to make this happen, including the power to issue regulations and enforce penalties against anyone who tries to get around these rules. If someone violates the agreement or tries to move money illegally, they could face serious fines. Interestingly, any penalties collected would go back into the Ukraine reconstruction fund. The whole arrangement would end 120 days after the President officially declares that fighting between Russia and Ukraine has stopped.

For most Americans, this doesn't directly change daily life, but it represents a policy choice about how to handle international conflicts: rather than letting frozen enemy assets remain locked away, use them to repair the damage the aggressor nation caused. Reparations for Ukraine through Sovereign nation Support and Integration Act or the RUSSIA Act This bill directs the President to seek to enter into an agreement with other countries that have frozen the assets of Russia's central bank to (1) transfer the frozen assets into a single account at an international financial institution, and (2) distribute such assets to provide for the reconstruction of Ukraine after the cessation of hostilities in Ukraine.
