The bill also includes $11.5 billion for researching and developing new vaccines and treatments, $15 billion to stockpile medical supplies for future emergencies, and $5 billion each for personal protective equipment and using the Defense Production Act to manufacture medical supplies.

Beyond the direct pandemic response, the bill allocates $1.75 billion each for mental health services and substance abuse treatment programs, recognizing that the pandemic has worsened these public health crises. It also provides $30 billion to the Federal Emergency Management Agency to help states and communities declared as disaster areas.

Crush the Virus Act of 2021 This bill provides supplemental appropriations to several federal agencies for activities and equipment to respond to COVID-19. Specifically, the bill provides appropriations to the Department of Health and Human Services, the Centers for Disease Control and Prevention, and the Federal Emergency Management Agency (FEMA). The bill provides the appropriations for <ul> <li> distributing and administering vaccines;</li> <li>researching and developing vaccines, therapeutics, and medical supplies; </li> <li>testing, contact tracing, and mitigation activities;</li> <li>disaster relief; </li> <li> medical supplies and equipment;</li> <li>personal protective equipment; </li> <li>reimbursing health care providers for health care related expenses or lost revenues that are attributable to COVID-19;</li> <li>block grants for community mental health services; and</li> <li>block grants for the prevention and treatment of substance abuse.</li> </ul>
