This bill would make daylight saving time permanent across the United States. Right now, we "spring forward" an hour in March and "fall back" an hour in November every year. If this bill passes, we'd stay on daylight saving time year-round and never go back to standard time again. That means sunrise and sunset times would shift permanently—in winter, the sun wouldn't rise until later in the morning, but it would stay lighter later into the evening.

The bill makes some technical adjustments to how time zones work to accommodate this change. Essentially, it's updating the old federal time laws to reflect that daylight saving time is now the permanent standard instead of a temporary seasonal adjustment. There's one important exception built into the bill: states that have already chosen to stay on standard time year-round (like Hawaii and most of Arizona) would get to keep doing that if they want. They'd have the option to either switch to permanent daylight saving time with the rest of the country or stick with their current permanent standard time arrangement. This gives those states flexibility rather than forcing them to change.

The practical effect for most Americans would be noticeably later sunrises during winter months—in some northern states, the sun might not rise until after 8 a.m. in December.
