# What the Strengthening Communities through Summer Employment Act Does

This bill provides federal funding to help create and expand summer job programs for young people under age 25. The government would invest between $200 million and $240 million per year from 2026 through 2030 to pay for these programs, which aim to give teenagers and young adults real work experience while helping them develop skills for their future.

The core idea is straightforward: local organizations, nonprofits, and government agencies can apply for grants to run summer employment programs in their communities. These programs must offer young people at least four weeks of paid work during the summer, paying at least minimum wage. Beyond just a paycheck, the programs include mentoring, help with job skills, assistance getting into college or career training, and support services like help with transportation or food. The bill prioritizes funding for areas with high youth unemployment and crime rates, as well as programs that serve young people who have historically been left out of these opportunities, including those in rural and suburban areas.

The bill also sets aside funding for programs to try innovative approaches—things like one-on-one mentoring, mental health support, financial assistance for basic needs, digital skills training, and opportunities to take college courses while working. These enhanced programs are designed to test whether adding extra support services helps young people succeed even more. The government will evaluate all these programs to measure whether they actually improve graduation rates, college enrollment, employment, wages, and reduce crime among participants.

To oversee this work, the bill creates an advisory board of experts in youth employment and program evaluation. This board reviews applications, helps programs share best practices, identifies what works best, and maintains a public database of research findings so communities can learn from each other's successes.
