# Understanding the COAST Research Act of 2021

This bill expands the federal government's efforts to study and monitor ocean acidification—a serious problem where our oceans are becoming more acidic due to carbon dioxide from the atmosphere. Think of it like this: when CO2 dissolves in seawater, it creates an acid that's slowly changing ocean chemistry. The bill also focuses on "coastal acidification," which is the same problem but in bays, estuaries, and other coastal waters where pollution, fertilizer runoff, and other local factors make the water even more acidic.

The main practical change is that the bill creates a new Ocean Acidification Advisory Board made up of 24 members representing different groups affected by this problem—fishing industries (both shellfish and finfish), seafood processors, scientists, recreational fishers, environmental groups, state and local governments, and representatives from regional coastal networks. This board will review government research plans and reports, offer advice to federal agencies, and make sure that different perspectives are heard when decisions are made about ocean acidification research. The board's meetings, reports, and recommendations will be publicly available online through the National Oceanic and Atmospheric Administration (NOAA).

The bill also requires federal agencies to work together more effectively by sharing data and information through a coordinated system. Multiple government departments—including NOAA, the EPA, the Department of Energy, and others—will now be required to participate in sharing what they learn about ocean acidification and coastal acidification. This means researchers and policymakers will have better access to information about how acidification is affecting different regions and what can be done about it.

For everyday people, this matters because ocean acidification threatens the seafood we eat. Shellfish like oysters and crabs are particularly vulnerable to acidic water, which can dissolve their shells and harm their development. Coastal and Ocean Acidification Stressors and Threats Research Act of 2021 or the COAST Research Act of 2021 This bill addresses the effects of ocean and coastal acidification on marine organisms and ecosystems. Specifically, the bill reauthorizes through FY2026 and revises the Ocean Acidification Program of the National Oceanic and Atmospheric Administration and the ocean acidification grant program of the National Science Foundation. The bill expands those programs, as well as the ocean acidification activities of the National Aeronautics and Space Administration (NASA), to include efforts to research and monitor the effects of coastal acidification.
