This bill requires federal government agencies to prioritize using native plants whenever they do landscaping work at government buildings and facilities across the country. When the government plans construction or maintenance projects that involve planting—like updating the grounds around a military base, national park visitor center, or federal office building—they now need to seriously consider using plants that naturally grow in that region instead of imported or non-native species.

The bill gives federal agencies about nine months to make this change official by updating their design standards and requirements. When agencies hire contractors to do the actual landscaping work, they have to include these native plant requirements in their contracts. The goal is to make native plants the default choice whenever it's practical, considering factors like cost, how long the project takes, and whether the plants are actually available to purchase. The only real exception is for regular grass lawns and turf areas, which agencies don't have to convert but are encouraged to consider replacing in unused areas.

The environmental benefits are the main point here. Native plants support local insects and wildlife, create better habitats for pollinators like bees, reduce the need for watering, prevent soil erosion, and help manage stormwater runoff. For everyday people, this mostly means the government's properties will look different over time—more like natural landscapes with local plants rather than uniform ornamental gardens. The bill also requires the government to share guidance with all agencies and publish reports every two years showing what's working and what they're learning about using native plants on federal property.
