# Understanding the DOC Access Act of 2025

This bill makes changes to how dental and vision insurance plans can operate, with the goal of giving patients more flexibility and potentially saving them money on out-of-pocket costs. The main focus is on what happens when you go to a dentist or eye doctor for services that your insurance doesn't cover, and how those doctors can charge you for those services.

Here's what changes: If you have dental or vision insurance and you visit a participating dentist or eye doctor for something your plan doesn't cover, that provider can only charge you what they normally charge people without insurance—no higher prices just because you have insurance. For example, if your dental plan covers two cleanings per year but you want a third cleaning, the dentist can't charge you more than their standard rate. There's one important exception: dental cleanings must always be charged at the network rate (the discounted price your insurance negotiated), even if you've used up your annual cleanings. The bill also prevents insurance companies from telling dentists and eye doctors which labs or suppliers they must use for things like eyeglass lenses or dental materials—giving providers more independence in how they operate.

Another key change affects limited-scope dental and vision plans, which are insurance plans that only cover specific services. Currently, these agreements between insurers and providers can be automatically renewed. Under this bill, after the first two years, the agreement can only continue if the provider actively agrees to renew it each time. This gives dentists and eye doctors more control over whether they want to keep accepting a particular insurance plan. The bill also includes a provision allowing individual providers to opt out of these new rules for a single year if they choose, though they can renew that opt-out annually.

Finally, the bill gives states the responsibility to enforce these new rules, with the federal government stepping in if a state doesn't take action. However, states can pass their own laws about dental and vision insurance that would override this federal bill if there's a conflict, meaning the rules could vary depending on where you live.
