# Plain Language Summary of H.R. 1580

This bill requires that any mail you receive asking you to buy something must clearly say "This is a solicitation" right on the outside of the envelope or package. The label has to be printed in a way that stands out—using different fonts, layout, or colors—so you can't miss it. Basically, companies and organizations can't hide the fact that they're trying to sell you something. If they don't follow this rule, the Post Office won't deliver the mail at all.

The practical effect is that you'll immediately know when something in your mailbox is a sales pitch rather than something you might actually need to read. Right now, many solicitations look like official documents or important notices, which can trick people into opening them. This bill aims to stop that deception by forcing senders to be upfront about what they're doing. It applies to any kind of solicitation—whether it's a credit card offer, magazine subscription, charity donation request, or any other pitch to buy goods or services.

There's one exception built into the bill: certain types of mail that are already regulated under existing postal rules don't have to follow this new requirement. The Postal Service will write the specific regulations about exactly how big the warning needs to be and what it should look like. For most people, this just means less confusion in your mailbox and fewer misleading pieces of mail that pretend to be something they're not.

To amend section 3001 of title 39, United States Code, to require solicitations sent in the mail to be clearly identified as solicitations, and for other purposes.
