For small financial institutions, community banks, credit unions, and small lending companies, this could mean more breathing room when new regulations come down. Rules might be designed with exemptions or different requirements for smaller players, or at minimum, the agencies will have to publicly explain why they're imposing the same requirements on a small credit union as they would on a massive national bank. The bill essentially gives small businesses a stronger legal argument if they want to challenge a regulation they believe unfairly burdens them compared to their size and resources.
