# Haiti Economic Lift Program Extension Act of 2025

This bill extends a special trade deal that gives Haitian products cheaper access to the American market. Right now, Haiti gets to export certain goods to the United States without paying the normal import taxes (called tariffs) that other countries have to pay. This bill keeps that advantage going and makes it permanent through 2035, instead of letting it expire.

The main benefit is for Haitian clothing and textile manufacturers. Currently, Haiti can export a limited amount of apparel made there with a certain percentage of materials from Haiti or other approved countries, and those goods enter the U.S. duty-free. This bill removes the time limit on how long this program can continue—previously it was set to end after a certain number of years, but now it will stay in place indefinitely until 2035. The bill also restores eligibility for some textile products that lost their special status over the years due to changes in how products are classified. Essentially, if a product qualified for this deal back in 2006 but then got reclassified and lost its status, this bill brings it back.

Haiti Economic Lift Program Extension Act of 2025This bill extends through FY2035 the special duty-free rules for various apparel products imported from Haiti, including the duty-free treatment provided for a limited amount (referred to as tariff preference levels) of certain apparel products assembled in and imported from Haiti.The bill directs the President to&nbsp;proclaim such modifications&nbsp;to the Harmonized Tariff Schedule of the United States (HTS) that may be necessary to restore preferential treatment to articles that became ineligible for such treatment due to prior&nbsp;revisions to the HTS.
