# The Workforce Reentry Act: Helping People with Criminal Records Get Back to Work

This bill creates a federal grant program designed to help people who've been in prison or jail find jobs and rebuild their lives after release. The program would provide funding to nonprofits, government agencies, employers, colleges, and other organizations that want to run job training and placement programs specifically for formerly incarcerated people.

Here's what the program would actually do: Organizations that receive grants could offer job training, apprenticeships, help with basic education, mentoring, and job placement services to people who've been released from prison or jail within the last two years. The idea is to connect them with employers who are willing to hire them, help them develop job skills in fields that are actually hiring, and provide ongoing support as they transition back into the workforce. The program also includes a "pay-for-performance" option where the government only pays organizations bonuses if they actually achieve results—like successfully placing people in jobs or reducing the rate at which participants return to prison.

Organizations applying for these grants would need to show they're using proven, effective methods and would have to partner with local businesses and workforce development programs. They'd also need to help connect participants with other services like substance abuse treatment, mental health care, and housing assistance, though the grant money itself can't directly pay for those services. Grant recipients would need to match at least 25 percent of the federal funding themselves in the first year, and 50 percent in any additional years.

The bill requires the government to track whether the program actually works by measuring things like whether participants get jobs, earn credentials, stay employed, and importantly, whether they avoid returning to prison. The Department of Labor would have to report annually to Congress on these results and share what's working with other states and communities so successful programs can be copied elsewhere.
