# Understanding the Humane Cosmetics Act of 2025

This bill would ban companies from testing cosmetics and cosmetic ingredients on animals in the United States. Starting one year after the law passes, it would be illegal for cosmetic manufacturers to conduct animal testing or hire someone else to do it. The law also prevents companies from selling or shipping cosmetic products across state lines if those products were developed using animal testing that happened after the law takes effect. Essentially, if you buy a cosmetic product in America, it couldn't have been tested on animals under this new rule.

The bill recognizes that alternative testing methods exist—like lab-grown human skin, computer models, and other non-animal techniques—and says companies should use those instead. However, there are some exceptions. If a cosmetic ingredient causes serious health problems and no alternative testing method exists, the FDA can still require animal testing after publishing their reasoning online and giving the public 60 days to comment. Testing conducted outside the U.S. to meet foreign country requirements would also be allowed, as would testing for ingredients that are regulated as drugs rather than cosmetics, or testing done for non-cosmetic purposes.

Companies that violate this law could face civil penalties up to $10,000 per violation. The FDA can request records from cosmetic manufacturers to verify they're following the rules. Interestingly, the bill prevents individual states from creating their own conflicting animal testing rules—everyone has to follow the same federal standard.

For consumers, this means cosmetics sold in America would no longer rely on animal testing, which many people see as more humane. For the cosmetic industry, it means shifting to alternative testing methods that are already widely used in other countries. The main practical effect is that companies will need to invest in and rely on non-animal testing technologies to bring new products to market.
