# What the Protecting Horses from Soring Act of 2025 Actually Does

This bill tackles a painful practice called "soring" that affects certain horse breeds, particularly Tennessee Walking Horses. Soring involves deliberately causing pain to a horse's legs and hooves to make them move in an exaggerated, high-stepping gait that judges reward in competitions. The bill aims to crack down on this abuse by completely overhauling how horses are inspected at shows, sales, and auctions.

The core change is replacing the current inspection system with something called "objective inspection," which means using science-based testing methods like swabbing and blood tests instead of relying on inspectors' subjective judgment. Under this bill, any horse found to be sore through these objective tests gets immediately disqualified from competing. For a first offense, the horse is banned for at least 30 days; for repeat offenses, it's banned for at least 90 days. This is a significant tightening of current rules, which have been criticized as too lenient and inconsistently enforced.

The bill also creates a new organization called the Horse Industry Organization to oversee inspections at all horse shows, exhibitions, sales, and auctions. This organization will have a board with representatives from Tennessee and Kentucky (where much of the walking horse industry is centered) and will be responsible for licensing inspectors and establishing standards. Importantly, the bill includes strict conflict-of-interest rules—inspectors and their family members cannot have any ties to the horse industry, whether through employment, training, or owning horses. This is designed to prevent inspectors from looking the other way when they have financial interests in the industry.

For horse owners, trainers, and show managers, this means tighter oversight and stricter enforcement. Show organizers must now affiliate with the new Horse Industry Organization and follow its inspection protocols. Anyone caught soring a horse or knowingly showing a sore horse faces violations under the existing Horse Protection Act. While this protects horses from abuse, it also means the horse industry will face more rigorous regulation and potentially higher compliance costs.
