This bill would allow House of Representatives employees to bring certain self-defense weapons into congressional office buildings, but only if they immediately store them in secure lockers while they're inside. This bill creates an exception specifically for House staff members who are authorized under Washington D.C. law to carry self-defense sprays, stun guns, or firearms.

Here's how it would work in practice: A House employee who legally owns a concealed handgun or stun gun in D.C. could bring it into one of the main House office buildings (like the Cannon, Longworth, or Rayburn buildings) through an external entrance. But the moment they enter, they must immediately place the weapon in a secure storage locker operated by Capitol Police. They can only retrieve it when they leave the building. The Capitol Police Board would have 180 days to install these lockers at building entrances and set up the rules for how they operate.

The bill's supporters argue this is necessary because Washington D.C. has high crime rates, and many House employees walk to work through the city and have been crime victims. They say it's unfair that employees can legally carry weapons for self-defense on D.C. streets but are forced to leave them behind when entering their workplace. However, this remains a contentious issue, as critics worry about weapons being stored in accessible lockers and the broader question of whether firearms should be permitted anywhere near the Capitol complex, even temporarily.
