# The PROPEL Act: Making Trade School More Affordable

The PROPEL Act expands who can receive federal Pell Grants—money the government gives to low-income students that doesn't need to be repaid—to include students attending trade schools and vocational training programs. Right now, Pell Grants are primarily available to students attending traditional colleges and universities. This bill opens that door to people pursuing shorter, more specialized training in fields like plumbing, electrical work, welding, flight training, and apprenticeships.

The key change is that the bill allows Pell Grants to go to training programs that are much shorter and different from traditional college degrees. These programs can be less than 600 clock hours (roughly a few months of full-time training), don't need to be accredited by national agencies, and don't have to result in a formal degree or certificate. The bill also allows programs that use on-the-job training and apprenticeships to qualify. Essentially, if a training program is something a military veteran could use their GI Bill benefits for, it would now also qualify for Pell Grants under this bill.

For students, this means more affordable access to career training without taking on student debt. Someone wanting to learn a skilled trade could potentially get federal grant money to cover tuition and costs, just like college students do. For employers and industries facing worker shortages in skilled trades, this could help create a larger pipeline of trained workers. Professional Pell Education Learning Act or the PROPEL Act This bill expands student eligibility for Pell Grants by allowing students to use these grants for enrollment in educational programs that consist of vocational or technical training, flight training, apprenticeship, or other on-job training. In addition, the bill expands institutional eligibility under the Federal Pell Grant program, including by allowing these vocational and training programs to be unaccredited.
