This bill creates a new federal grant program specifically designed to help Hawaii protect and restore its native plants, fungi, and animals. The U.S. Fish and Wildlife Service will manage the program and give out grants each year to eligible groups—including state and local government agencies, Native Hawaiian organizations, nonprofits, businesses, and universities—to fund conservation projects. The grants will support work like fighting invasive species that harm native wildlife, helping native species adapt to climate change, restoring damaged habitats, and monitoring ecosystem health. The program also emphasizes community involvement and education to build public support for conservation efforts. Most projects will require recipients to contribute at least 25% of the project costs themselves, though the federal government can cover 100% of costs for smaller grants (under $50,000), projects led by Native Hawaiian organizations, or those that help train young workers. The bill authorizes $30 million per year for 10 years to fund these grants, with no more than 5% going to administrative costs, and at least 5% reserved for smaller grants. Every year, the Fish and Wildlife Service must report to Congress on which projects received funding and how they're progressing.
